一、“by + 时间”表示截止到过去或将来的某个时间点,用作时间状语时,句子的谓语动词的时态有两种情况：
1.谓语动词为行为动词,而且该行为是发生在某个时间点以前的,需要要用完成时态表示,如：
By the end of last year,we had already read almost 100 English Articles.去年年底以前,我们已经读过差不多100篇英语文章.
(去年年底以前是个过去以前的一段时间,读书是发生在这段过去的过去时间内,截止到的时间已经不包括在内)
By the end of next year,we will have read at least 100 English Articles.明年年底以前,我们将至少读100偏英语文章.
(明年年底以前是个将来以前的时间,读书是发生在明年年底以前的行为).
2.谓语动词为含有 be 表示的状态动词,而且该状态截止到某个时间点时依然存在,就需要用一般时态表示,如：
By the end of last year,we were still busy with our reading.截止到去年年底,我们依然在忙于阅读.
By the end of next year,we will also be busy with our reading.截止到明年年底,我们将还要忙于阅读.
二、关于本题的说明
