Those teachers who dedicate themselves in basic education,virtually,don't need to attend courses to update their knowledge.Since their teaching propose are mainly to increase students' all-round envelopment rather than just teach knowledge.
On the other hand,it's fairly necessary for teachers who work in higher education institution such as colleges or universities to take part those academic courses.Because higher education needs a high quality of scholarly level.

第一句dedicate to而不是in
第二句改为teaching proposes,envelopement你是想说development吧?
第二段第一句改为institutions,take part 后面加 in
最后不要用a high quality of scholarly level,因为需要的是“学术水平”而不是“高质量”.而且水平只有高低只说,而没有质量之说,因此建议改为extremely high academic level.你查柯林斯词典就知道scholarly不能这么用.On the scholarly level, the study of American literature has assumed proportions of a minor industry.就学术水平而言,美国文学的研究已经初具规模。 我就是看这个例句用的scholarly level,不可以么?不知道你这句话的出处在哪,如果是中文文章的翻译版本的话就有待商榷了。不过我谷歌搜索了scholarly level,结果中几乎没有把这两个词连在一起用的。柯林斯词典给出的解释是:ADJ A scholarly person spends a lot of time studying and knows a lot about academic subjects. ADJ A scholarly book or article contains a lot of academic information and is intended for academic readers.ADJ Scholarly matters and activities involve people who do academic research. 似乎也不是很适合这样用。反而academic level是常见的用法。
